The short answer

Read the residential rates here as a moment rather than a standing price: Bright Data is running a half-price promotion, so its $2.50 a gigabyte is struck from $5, and ProxyScrape's $2.85 is simply what ProxyScrape charges. What does not move is the way in. Bright Data asks $499 and identity documents before it will sell you anything; ProxyScrape starts at $9.50 on datacenter and takes an email address. On datacenter the gap runs the other way and is not close, $0.10 a gigabyte against $0.42. ProxyScrape also sells mobile, which Bright Data does not, and does not say where its addresses come from, which Bright Data does. Its refund is worth reading before you rely on it: three days, and only under 500 MB used.
