Real home internet connections, rented out by the gigabyte. Hardest to block, most expensive per GB. Use them when a site keeps catching you.

Servers in a rack, sold by the IP with bandwidth to spare. The cheapest thing on this site by a mile, and the first thing a careful site blocks.

Mobile

Real phone connections behind carrier networks, shared by whole neighborhoods. Nearly impossible to block, painfully expensive. A last resort.

Or not a proxy at all

A scraping API sells you the finished page rather than the address you fetch it from, and bills per request instead of per gigabyte. On heavy pages that is cheaper; on light ones it is not.
