ISP proxy
An address registered to a consumer internet provider but hosted on server hardware. A target site checking who owns the address sees a residential ISP; the connection behaves like a datacenter one. Often sold as static residential.
Why it costs you money
Billed per address per month rather than per gigabyte, so heavy traffic on a few addresses is cheap and light traffic on many addresses is not. Compare it against residential on your actual volume, not on the headline rate, because the two are priced in different units.
