Proxy pool
The set of addresses a provider can route your traffic through. Providers advertise pool size as a headline figure: 85 million addresses, 150 million.
Why it costs you money
Treat the number as marketing rather than measurement. It generally counts every address seen over an unstated window, not addresses available now, so a device online for ten minutes last March counts the same as one online today. We publish these as the vendor's own claim, labelled that way, because nobody outside the provider can check them.
