Mobile proxy
An address belonging to a mobile carrier's network. Carrier-grade NAT puts thousands of genuine subscribers behind each public address, so blocking one blocks a crowd of the carrier's own customers.
Why it costs you money
The highest per-gigabyte price in the market, and the pools are small and heavily reused. You may be sharing an address with every other customer of that provider pointed at the same carrier, so it can already be well known to your target before you send a request.
