The proportion of requests that reach the target and return the page you wanted, rather than a block, a challenge or a timeout.
Why it costs you money
It is the only figure that matters and the only one that cannot be published usefully, because it is a property of a provider against YOUR targets, not a fixed quality of the provider. Two providers with identical pool claims and prices can differ enormously on one site. This is why a trial beats a specification sheet, and why we have not declared a winner.
