It is the one figure in this market that compares cleanly, and it is also the one people quote wrongly. A service advertising a headline price is quoting its cheapest type, which is usually a plain image. The type you actually hit can be several times that on the same account, and the difference is published on the same page as the headline.

Not necessarily, and Proxy Compare does not claim it is. Nothing here measures how often a service clears the challenge it charges for. A rate that fails more often costs more per solve you actually keep, and no service we read publishes a success figure you could compare.

Do the rates move?

Yes, and some services publish a range rather than a price because the rate moves with load on their side. Where that happens both ends are carried here rather than averaged, because an average is a figure the service never quoted.
