Why it costs you money

It is a second bill on top of bandwidth, and it does not scale with the same thing. Is it the same thing as a proxy?

No. A proxy sells you an address to send the request from and bills for the traffic. A solving service sells you the answer to a challenge and bills per solve. Most scraping jobs that need one need both, and the two bills scale on different things.

Do I need one if my scraping API already handles challenges?

Usually not, and that is the difference between the products. A scraping API folds solving into its per-request price, so you pay for it either way and cannot see the line item. Buying separately makes the cost visible and lets you change one supplier without the other.
