Page weight, not request count, decides the bill.
Why it costs you money
It makes your bill a function of page weight rather than page count, which is the number almost nobody measures. Fetching a document and rendering the same page can differ by fifty times, so two teams scraping identical sites at identical volumes can pay wildly different amounts on the same rate. Two checks cost nothing and catch most of what goes wrong reading a rate off a page. Divide the total by the allowance and see whether you get the rate the page claims: if a page prints a per-unit rate, an allowance and a total, and the three do not reconcile, one of them is decoration. And watch the decimal separator. One vendor page we read rendered the same tier with a comma in its cards and a full stop in its table, on the same page on the same day. A human skims past that. A spreadsheet stripping the separator out reads the price as a hundred times itself.
