Geo-targeting
Selecting where your traffic appears to originate. Country targeting is close to universal; city, region and carrier targeting are not, and neither is the accuracy of any of them.
Why it costs you money
Country counts are a headline number and city targeting is the one that costs. If you need results as they appear in a specific metro, check that the provider offers that city and what it charges, because some price finer targeting as a separate tier and some simply do not have the addresses.
